It is found that CBI did get its investigation report looked over by the very officers whose decision were being probed. In India two days bund in Feb`13 was to published "anti-people" policies of the govt.Citizen are allowed to to voice their grievances. But that can not translate into violation of the rights of the citizen to go about their business freely. People were affected in whole of India by stalled transport, banking and other essential services besides being menaced by violence.
